Meghalaya excise using hologram to check leakage of revenue

Shillong: Comissioner of Excise has fixed May 15, 2010 for the implementation of holograms in all the liquor bottles being sold in the state, to check the leakage of revenue.

The step was come after Meghalaya Deputy Chief Minister, incharge of Finance, Dr Mukul Sangma, had recently proposed to introduce holograms in the state, to check leakage of revenue during his presentation of Budget for 2010-11. This step will help state government in generating additional revenue of Rs 10 crore annually.

Globally, holograms are used as they are highly versatile. They can be applied cost-effective to a wide variety of substrates and products as part of conventional printing, packaging and labelling processes. And while they are essentially overt features that can be recognised and verified by the common man (public). As of 2007, more than 27 countries (46% of total using tax stamp) are using on their liquor stamps.

High tech hologram can uproot tobacco counterfeiting

In the current global markets, to fight the problem of tobacco counterfeiting, holographic tax stamps are widely used for authentication worldwide. Holograms are security devices that have effects which cannot be exactly replicated by normal reprographics methods. Expensive and high-tech hologram printers print holograms directly on cigarette packets. As per Reconnaissance international, UK globally, an estimated 124 billion tax stamps are issued annually for cigarettes out of which 60 billion features a hologram. As of 2007, 68 countries were using tax stamps for cigarettes, of these 20 used hologram on their cigarette stamps which is 29% of the total. The strategy is to increase the sale of products by using innovative packaging, giving unique look, increasing brand identity as well as to secure the product from counterfeiters.

UP Invites Bids for High Security Holographic Number Plates

Lucknow: Following the Uttar Pradesh Cabinet’s approval for implementing the high-security number plate scheme for motor vehicles in the state through public-private partnership, the state government has invited global tenders for the job. It has also arranged a pre-bid conference of manufacturers and vendors on February 7 in Lucknow.

With the total volume of work estimated to be close to Rs 600 crore, the scheme is likely to see most of the 18-odd players, who have been approved by the Centre, attending the conference.

Speaking to The Financial Express, sources close to the development stated the bidding process is likely to be completed by May and the scheme will be started from June this year.

“While all new vehicles, both two and four-wheelers, will have to come equipped with these sophisticated number plates, the job of getting all existing and old vehicles fixed with the new high-security number plates will be completed within two years from the date of implementation of the scheme.”

The scheme, it may be mentioned here, has had a chequered past. After being notified by the ministry of shipping, road transport and highways, the High Security Registration Number Plates (HSRNP)-billed as one of the best anti-theft system for vehicles-underwent many litigations and finally, the Supreme Court gave its go-ahead in May last year.

Now, almost seven months later, the Supreme Court has asked the Centre, the states and the Union Territories to work out the modalities for the implementation of the Centre’s decision to make it mandatory for all vehicles to have high-security registration plates.

The Apex Court said the use of stolen vehicles to commit crimes, especially terrorism-related offences, could be controlled to a large extent by implementing the HSRP scheme.

However, only a handful of states have started conforming to the new system, namely Rajasthan, Karnataka and Meghalaya. “The tamper-proof number plates will sport a uniform font and a unique hologram that cannot be counterfeited and will display the vehicle registration number along with other information such as the engine and chassis number,” an official stated.

8 Million Security Hologram for Jammu State Election Commission

State Election Commission will soon procure 80 lakh (approx 8 million) tamper-proof security holograms for electoral photo identity cards to ensure that there is no misuse of cards during the forth coming polls in the State.
As per officials “Tender have been floated and the process is in final phase for procuring such holograms. It would depict the Ashok Embelm at centre besides Satyamaive Jayate and Election Commission of India (ECI) on their round shape.
